Contour labeling (and displaying) in ArcGIS normally need these following steps. (1) Adding new FIELD and its value to differentiate certain contour intervals (let say each 100) from other. (2) Set the symbology (display) based on new FIELD to expose the certain contour intervals from other. (3) Add label on certain contour intervals. Watch our flash tutorial here (in Bahasa Indonesia).
